The Witch Doctor is found on vacation in a secret location in Twikkii Island. The first time you meet him all of his appliances are broken. If you fix all of his appliances, he will thank you with a Voodoo Doll.

You can only find him in the Island Vacation Resort. In Bon Voyage.
