You need a Robot Crafting Station and a Silver Talent Badge to obtain this (even with cheats).
[edit] How it works
Assuming you have made, placed, and turned on the SentryBot
- A Burglar or person hostile to your Sims enters the lot
- The SentryBot leaves the house and pursues the intruder, all the while making a low siren noise
- The SentryBot makes a loud siren noise
- Intruder covers his/her ears
- The SentryBot rears up and makes a very loud sound and zaps the intruder with electricity
- The intruder promptly leaves
