[edit] The Sims 2
In The Sims 2, cars are introduced in the expansion pack, Nightlife. Though your sims are the ones that drive them, as many thought before Nightlife was released, you cannot actually drive the car as a player. Cars work, mainly, in the same field as Taxis. After clicking the car and selecting 'Go To A Community Lot' you must choose your destination and you are taken to the Loading Screen which shows your car, similar to the Loading Screen showing the Taxi. After which, you arrive at your destination automatically.
[edit] Placing
Cars must be placed on driveways. Cars cannot be placed simply on the grass, on the sidewalk, or in the street. Driveways can be as long as it is preferred and can be extended by selecting the extension pieces in Buy Mode.
[edit] Garages
Garages are optional and serve no purpose really except to provide extra space or to set up a workspace, similar to how many people use extra space in the garage to store extra things. They are completely optional(as they are not needed for one to own a car) and can be built by surrounding the end driveway peice(plus any more, if wanted) by walls.

Carports are similar to Garages, in which they are completely optional, serve no purpose but for looks and extra space, and are built, mainly, the same way.

Cars have been more than confirmed in The Sims 3, they've been promised! If you buy the Collector's Edition, you get an orange european sportscar, and if you preordr it, you get a blue muscle car as well!
