When sims are at the end of one of their 6 age spans (including Young Adult, excluding Elder)they have a birthday! A birthday is the term when a sim goes from one life step to another.

You can give sims a birthday party on the day they have the birthday, no later nor earlier. These parties are like normal parties that are rated. You can buy Birthday Cakes on Buy Mode whenever you want but you only get to eat it for a birthday party. If you a have toddler they must be brought to the cake by an adult. Party members would crowd around the birthday boy/girl and blow party horns and twist party twisters. It will only show the growing cutscene if you blow a birthday cake.
